The Technicalism  Of  Evolutional Trends In Governance

The style is common political craftiness of most of the African governments with the  propensity to impress their public with the facade for the “Reform” of the government curriculum whereas  is ironically a political gimmick merely designed to buy the confidence of the people today. Hence every leader is obliged to assigned to  the phrase “Reforms” besides, it is the fundamental component for easy governing throughout the globe.

In retrospect to the above, it hereby indicates the paradoxical cycling of an incoming administration to overcome the populace with the picture of optimistism instead of the reverse thereby using it as  a  safe haven with the opportunity to annex confidence as well as to benefit  the collective mandative authority of the populace so as to construct a wall to wall defence as to solidify its power  over the sovereignty with the entire institutions alongside with its stakeholders.

Such is the recurrences in the present global politics and commonly noted in the southern pole of the sphere and this is why it’s very difficult to wipe out the essence of dictatorship from the socialist assumption of a civil management as replacement to the  collectivism doctrine yet in a true democratic process.

We are being weighed down with this cacophonic designed in nowadays  government,  focally , on  the African states and chiefly on  the Nigerian phobiatic mood of political running.

Whereas, the mentalism of simplicity, accountability and transparency in civil procedurals of administrative mechanism doesn’t features  at all in the cerebral of our political “General’s and Lieutenants” instead they are  blatantly contented with the primitive sense of governance hence the “Principal and his board of staffs and Prefects” are genetically infected with the same  illness of aggressiveness  in the mood of governing the state  without a second thought to adjust their attitude in view  to adopt a civilised approach to management.

However, the countdown to Nigeria’s polls in 2007 is now  by the wayside with less than 227 days. Meanwhile,  the drum beaters with the trumpeters are now with their propaganda  instruments in every nook and crannies of the Nigerian nation seeking for grassroots votes through the melodic rhythm composed with the song of optimistic and futuristic government to come  next year but the signs on their faces shows the opposite, and never mind, the gladiators are difficult to be disputed due to the holy postures their music rings and likely we might be short-sighted again from shortcomings incidents yet to come furthermore this should not be underrated.

Nevertheless, the said freeze up atmosphere is a warning signal to the heated body polity at the moment and it  should not be referred to  as mea culpa ( my fault ) because the acts of intimidation against political lords along with their garrisons of opponents is a  moral tradition of politicking in the globe although mostly common in the third world countries notably in the African continent and progressively  in  the sub Saharan region or otherwise the black dominated landscape of the African along with the Pan-African continental states.

The act of civil chiefs nor the junta leaders in the medievalist and contemporary times indicates that the essence of doctrinal technicalism is a fundamental ingredient meant to induced the populace to accept the dated administration  as well as the coming government.

However, it’s a justified fact that our leaders has capitalised on this political phrase of alike  “Reformation” which seems to attracts  the public to accord the confidence with the opportunity to rule over the state.

Such is the occurrences  in today Nigerian politics since she got the status of  independent from the British ruled.

Thus, it’s imperative to emphasised on the actuality phenomenon of using the doctrination of political reforms as the basic strategy to buy over the peoples coolness in any sound society such as a political organization  nor a civil society based in a community moreso a nation imbibed with a civil mood of operation.

The practicability has led most leaders to come to the dais of power while some are successfully and where others  are short-sighted. Besides, the strategy has been used by  both civil and military regimes  from time immemorial to hitherto whereby some governments succeeded while it was a failure to others.

Accordingly, with the analogy of this subject,  herein details some of the noted episodes of the reforms trend used, even though that I exclusively exempted the first republic from the area under discussion but I wont fail to mention one in the midst of the first  nationalists batch of rulers that was presided by a ceremonious Presidency headed by the “ Great Zik of Africa”  the late Chief Nnamdi Azikiwe – the Owelle of Onitsha and also the era of General Yakubu Gowon but I subjectively  concentrated on the period in office of these dignitaries such as one of those in the blessed memory by name the late General Muritala Mohammed whom in 1976 came with a reformation order known as “Operation Wipe-out Corruption”.

Thereupon, it was immediately welcomed with a passionate ovation  by the common masses of the country, although he never stayed long in power due to an unpredicted overthrow by another timid and invidious class of the junta boys in a bloody but abortive coup that suddenly terminated his life after six months of ruling in the same year though it is necessary to note that most of the policies was realised despite his weak security..

After the demise of General Muritala Mohammed, the military boys collectively decided to enthroned the leadership to his deputy or the next in command whom was Chief Olusegun Obasanjo which is the current President of the federation likewise he’s  the head of the 3rd an 4th republic of the Nigeria.

Although, as history unfold itself,  the current President Chief Olusegun Obasanjo  relinquished his leadership as the military head of state in 1979 to a democratic government under the headship of Alhaji Shehu Shagari and this regime was ushered into ruling with the reformation doctrine of “Green Revolution and Shelter” for the citizens thus the public welcomed the administration with over estimated confidence and Alhaji Shehu Shagari eventually came into action although his regime was very okay for Nigerians because it was a period of economic boom and the economy was highly rated to the extent that it dominated the world economic powers hence his regime was a very successful one but his second tenure was suddenly terminated by an aggressive military boys that compelled the democratic regime to come to stopp.

In the meantime, the military ruled that took over from the civil regime of President Shehu Shagari in 1983 was headed by Alhaji Muhamadu Buhari who came with the reformation doctrinal of Operation “Moral Ethic”, and his was also over welcomed by the Nigerian populace while his deputy who’s now late by name Chief Tunde Idiagbon, whom was positioned with the affairs of the reformation slogan of which he was pragmatically lofty , he really made disciplined come to stay in the immoral society even it scored the ovation of the western world but Alhaji Muhamudu Buhari government was a prematurely overthrown  by another junta boys in 1985 which was chaired by Alhaji Ibrahim Badamosi Babangida and accompanied again by his own regime reformation order known as the “Decree 4  which entails “Freedom of Speech and the Press”, accordingly, he received the passionate blessings of the citizenry and he finally started ruling that lasted for the periods of 8 years in power although his regime never identified itself with its opening attestment of the Decree 4 instead the regime was very brutal, corrupt and barbaric hence it was a complete failure.

Nevertheless, he was compelled by the radical revolution of the Nigerian masses to step down and he gave way to an interim government in the same year of 1993 but the interim government never lasted up to 100 days before Chief Shonekan interim management was hijacked via a palace coup by another jungle boys which was headed by the most bloody tasty head of state in 1993, the late General Sani Abacha whom came also with his reformation policies but it was a regime of  tug of war and he heartlessly killed Nigerians like animals and terrorised the society even  he threatened the international comity because he thought he will  stay in power forever but eventually he ended up in an immoral death.

So far, the technicalism trends in government is a way-out to persuade the populace to accept any administration, both the popular and the unpopular. Inspite of this, it’s a dehydrated and recycled system that permits the usurpation essence of  good governance in the present global order but mostly in the world Southernism as against the planet Northernism  that’s not tainted much with misadministration  and it vices.

Then, in  reference to idealism, the theme Manifesto should be more comparable and useful than the word Reforms since both words are almost similar  meaning that lean toward the same direction, therefore it maybe more conducive to  reveal it matter-of-factness rather than a mere apple-cake.

THE QUESTION OF MARGINALISATION AND AMALGAMATION

The character of amalgamation is supposed not to have any dealings with marginalisation but the government of Nigeria confused the amalgamation charter for imperialism which is doctored by acts of authoritarian enveloped with the characteristics of egoism plus intolerance and as a result is not of a democratic function and this is why the country being governed in a parochial method moreover a Divide and Rule system whereby it makes certain unit of the union to be feeling that they’re neglected and seems not to be part of the country but this was not how the nation was formed.

Thus this reminds me, of the “Land Use Decree” of 1978 stipulated by the militarily and promulgated by the then junta regime of General Olusegun Obasanjo, of course this episode cannot escaped my library, and besides this, the short-comings of the decree had manifested to a dimensional fold that goes beyond the bond of evils existence in the contemporary  socio economic scenarios of the Nigerian body polity.

However, the Land Use Decree looks more less  like a micro-crop tendency that tends to steering the interruption of conservatism and retain it rigidity thereby  dominates the oil and gas industry businesses  at the disadvantage of the proper owners of the resources through the employment of government might, though it is  perceived as a neo-fascist bargain.

Therefore, to sift through the golden needle in the haystack of the amalgamation treaty so it calls for the logic reviewed of this obnoxious diktat that still persist until date without the National  Assembly yet unwillingly  to modify  the emergency policy which should have help to do justice to the pending volatile situation in the Niger Delta.

In substance with the above, we sees this order as an anticipatory surreptitious arrangement  between the country’s elite with its western emperor especially with  the accordance of the majority ethnic groups -  Wazobia of the Yoruba – Hausa – Igbo extracts as to dispossess  the minority ethnic nationalities groups the Bomodi of the Ijaw – Urhobo – Ibibio/Efik dig ups  from their natural and collectivism rights as not to enable them to have a free access to  their natural property such as the oil-rich asset bestowed to them by their ancestors, although it has been observed that the egoistic habit of the evil achievers is proportionately on individual gluttonism.

So far, the clutches and pang of neo-colonialism is yet much in proof hence we advocates for soldiers of truth to come out from their tents as to provide a nationalistic platform to goad  the process of making the nation to be re-born again with the spirit of oneness and one image without the hue of a weak spot so as to enthroned  the primacy of the Nigerian nation.

However, it is imperative to revoke the soul of a renowned historian and philosopher of our generation that was suddenly called beyond by the almighty God to serve the heaven dwellers,  he is the undisputable scholar of the faculty of humanities by name late Bala Usman, a Fulani origin and a detribalised Nigerian . He once made a quotation which indicates “Blessed are those who feign  ignorance for they shall be close to the seat of power in the arena of governing the Nigerian  state until now.

Thus, in the anthology of archaeological study, it was proved beyond doubt that the aborigines, of course, the Homo Sapiens originated from the backdrop of the Niger Delta region about 200,000 years ago but the vagrant world are still confused about this observation until date.

Nevertheless, history has established the fact that the people that inhabits the embattled region are as old as humankind.

As subsequent to the above undertaken, I must confessed that i am curious to excavate the chief issue why the Niger Delta isn’t belongs to the Niger Deltans or is it the simply act of machiavellian as to deprives us of our legitimates property just because we’re minority in the federation or what else?

Although, in spite of the microcosm composition of the region, we smells the realism of the decree to be a political crafty work of the central government to disowned us the rights to our landscape and waters coupled with all the natural contains.

THE LAND USE DECREE OF 1978 NEEDS ADJUSTMENT:

As recalls, the legal interpretation surrounding the legality of the Land Use Decree is not substentative enough as regards  the context of a true federalism to just as  practiced in the developed world this is why it contravenes and contradicts both natural law and the amalgamated charter of 1963 as reference to the ownership of the land where any solid minerals or resources are situated thus the  land decree is the actual evil perturbing the country’s  indivisibility yet and in particular to the region of the Niger Delta, accordingly, we should be civil enough to end the colonial order and moderate it with the onus of democratic in a true federated context.

In view of the above, it is a monumental  incapacity as well as a colossal  fraud and farcical comedy by the state to rub Paul to pay Peter in the pursuit of its prejudiced policy as to reward those in power with the oil-rich blessing of the Niger Delta region thus the latest salvo by youths militants is not a bad intention but purposely to seek redress for the government to revisit the contest and addressed it once and finally so as to bring to a lasting peace in the area and let the decades-old policy come to a final stopp.

Subsequently, it should be kind enough for OBJ government to effect its truism intervention  to addressed the recurring decimal crime against humanity and for the reasons that the land decree order has led to the perpetual poverty and impoverishment with the slummy environment of the region which is not comparable to world standard of those countries that are blessed with the Oil-rich resources.

Also, it is pinioned that the government should render more opportunity to the less privilege than the privilege class moreover  he should be explicit about the economic development of the South-South states and ensure the evidence of infrastructures and economic workability as a suggestive sort of proof to his readiness to upgrade the region to its  normal standard as comparable with other bearing oil regions in the world perspective.

Thereupon, the silver lining in the sky at the moment demands a total restructure of the political construction as to match-up with the ethos of devolutional nor a confederated system that will empower the states to their independence status in all ramifications of government and in complementary with  this, the government has to expunge intolerance from the corridors of politics and leadership, if not, the spirit of indivisibility will elude us and the country will be prone to collapse after her 47 years of a one nation and one destiny context.

MOREOVER:

As  recalls, I am pressed to refer to the icon of the Niger Delta freedom fighters and with the case in point of Alhaji Asari Dokubo’s continues detention by Mr. President instruction but I beg to disagreed that the circumstance that led to comrade Asari Dokubo being caged is of  really demagogical  thus unacceptable to the world entity because his rights of freedom of expression and association is been infringed by his arrest and being arraigned on inconceivable crime of treason and felony which is laughable as regards the global jurisdictive context and it eroded the logic of justice hence it is the appropriate time our beloved Mr. President should considered Asari  just as his son and forgive him and make him a freed man, through the reserved benefit of the Presidency, by  bringing  into play the Prerogative of Mercy privilege.

Still, It is absurd and thoughtless to see that  this gentleman is yet detained and charged unjustly, the action he committed is very common in the western world but not punishable and why is it in the reverse in Nigeria ?  My lord, it is the high time to considered life as a product not by accident but from the omnipotent God. With this syntax I seek your nobility to consider God and render justice to God creation because the super natural being is the eternal justice.

IN SUMMARY:

I  deemed you to deeply considered the arrogances, tribal, regional and religious bigotry within the socio political scenarios at the moment for a quickly reconciliation toward harmony and brotherhood just because the dastard killings and intimidation of political aspirants and representatives is gone beyond a headache for the nation at the moment thus the spirit of democracy needs to be set straight so as to permit a tranquil environment for the citizens coupled with an outstanding security for the entire country thus the police ought to be civil and professional toward it patriotic task of exhibiting law and order.

However, let’s briefly examine the factbites enveloping the country at moment such as the elections year that is fast approaching and how to deal with it, this is the reason we calls on the government to ensure that the independent national electoral commission ( INEC ), has to be very sincere, transparent so as to  discharged the onerous duty which will demands methodical worthiness’ to handle the sensitive job to see that polls are not beclouded with anti-democratic practices that could derail the calendar year to exchange the baton from one democratic administration to another civil dispensation.

On the other hand, the international comity are eagerly wanting to see a smooth switch-over from the current government to the incoming one without any  violence or riggings complains therefore, it’s of the commendation that we should for the meantime confide on the presidency for the reason that the government had earlier made her position known that the polls will be free and fair and will be devoid of violence also with nonchalant vices, besides, we hope she will be sincere to fulfil  the promise if not it might emerge to a state of no coming back to what she was 47 years ago.

Meanwhile, as previewed, I quickly  referred to the problem of the socio economic plight of the nation in particular the Niger  Delta axis, consequently, we call on the government to quickly intervened on the burning desires of the people to see that she addressed the prime problem of mass unemployment coupled with the speedy services of infrastructures such as water, electricity, motorable roads and bridges, hospitals, schools as well as security for all.

Nevertheless, we should remembered those democratic minds that fought and sacrifice their resources to uphold the onus of democracy in the country hence I wont forget the incumbent Vee Pee Alhaji Abubakar Atiku, Prof. Wole Soyinka, Dr. Patrick Wilmot, Chief Anthony Enahoro, Chief E.K.Clark, Alhaji Muhammadu Buhari, Chief Ken Nnamani, Chief Falana, Chief Gani Fawehinmi, Prof Tam David West and a host of others that fought to retain civil customs as against authoritarian management in a democratic podium, thus, they should be commended for the nationalistic persistent efforts to retain the accord of the peace, love and unity for the Nigerian state.

In so far, it’s of my truthful judgment that Nigeria will retain a stand among the most developed nations in  the universe with a sound economy if only our leaders choose to serve the people faithfully than the intention to upgrade their personal windows and this is why at 47 we ought to have attained greatness amidst the developed nations of the world instead of bearing the carnage of fool at forty - is a fool for ever. In short we seeked for a modern Nigeria that will demonstrate the position of a jet age instead of the cruel world we finds ourselves at the moment whereby we’ve been blessed with all the potential resources on earth but we’re cursed to be baptised as the third poorest nation on the planet and as a result we needs to look at the mirror as to make a change now rather than the government forces killing human beings as animals in the Niger Delta simply for the reason that the indigenes are frustrated with the plight they accidentally found themselves, furthermore it’s illogical for the government to empower her military to be eliminating her populace  even at the detriment of the tax payer instead of protecting its citizens and approach their problems with a constructive dialogue.

Thereupon, and of course in  friendliness, we hope that the slot for the South-South in the coming election for the Presidency wont be negotiatiable and as such it is the high time and the right moment for a South-South native to be registered amongst  the spin of the Nigeria’ Presidenciality and in consequence, the nation should accord us with the automatic advantage to the Presidency come 2007 and finally it’s the duty and rights of the majority and the minority groups  to have equal chance to the country’s patrimony.

Nevertheless, it’s of my wish that our next President will have a  true quality of patriotism, detribalised, transparency, accountability, credibility and a democratic minded such alike the worth of the former USA President Bill Clinton likewise the incumbent Italian Prime Minister and the erstwhile President of the EU, Prof. Romano Prodi.

Above all with my ethical tradition, I seized this occasion to extend my compliments of the season for Nigeria’s 47th anniversary.

In a nut shell, may the Almighty God and the Omnipotent Allah bless the “Citizenry, the Presidency and  the Federal Republic of Nigeria”.

Peace !! Pace !! Shalom !! Salaam!! Ufuoma !!
